1975年9月至1981年2月，李锡铭同志任水利电力部副部长、党组成员，电力工业部副部长、党组成员，兼任中朝水力发电公司理事会理事长、东北电网领导小组副组长。他积极投身国家水利电力的改革和发展事业，先后组织制定并实施了全国电力生产规划、电力设备整修大会战规划等，参与唐山大地震抢险救灾，解决东北地区电力供应问题。粉碎“四人帮”后，他参加中央工作组，赴上海开展工作，为稳定上海局势作出了贡献。1981年2月，李锡铭同志调国务院国民经济调整办公室工作，为国民经济的调整和改革开放的顺利进行，做了大量艰苦细致的工作。
